First off, decide whether your personality's basic lv 1 or HT lv 1 card is
better. For example, Raditz's HT card's power is much more useful than his
basic's, as it allows you to raise his anger by 1. Next, always put in
physical attacks that do + stages of damage as opposed to basic physical
attacks, unless it is a basic attack with a worthwhile additional effect like
Goku's Physical Attack or Hidden Power Level. All decks should include at
least a few cards that put discards back in your life deck, if not more.
Definately include drill cards, but only from one or two colors so you might
be able to use them more often. Your strategy will depend on whether you play
as a hero or a villian, which i have separated into two different
explanations.
VILLIANS: All of the villians are strong or have useful powers to make up for
it like Raditz does. You may want an ally in your deck, but it is not
necessary and i don't advise you to put more than one in a deck. Have many
cards that raise your anger level and few to none that lower your oppenents'
since even if he goes up a level, you will be stronger anyway. Be sure to
include some of the powerful black energy attacks, especially the ones that
increase your anger level by 2. Saiyan Mental Energy Attack is a good choice
if you don't have enough black energy attacks to use in a deck. The power
stage loss of energy attacks is not as bad since villians have higher levels
to begin with, and higher power up ratings too. About 90% of your physical
attacks should raise your anger level.
Vegeta decks: disregard your oppenent's anger completely and include nothing
but attacks and defenses that raise your anger level save Vegeta's Physical
Stance and Vegeta's Surprise Defense, which you should have hopefully 4 of
each in your deck.
Nappa decks: get to lv 2 Nappa as fast as possible, as his power is
devastating to your opponent. Once there, you probably won't want to go to lv
3 unless you have lv 4 Nappa too or are trying to achieve a Most Powerful
Personality victory when it is effect. If you managed to get a hold of one of
the devastatingly powerful lv 4 Nappa cards, then include absolutely nothing
but attacks and defenses that raise your anger level whenever at all
possible. Nappa decks should have four Nappa's Physical Resistance, at least
two Nappa's Energy Aura, and 3 Vegeta's Surprise Defense.
Raditz decks: definately use his lv 1 HT card instead of his basic lv 1 card,
as its power is much better. Like all villians, include as many anger cards
as you can since he does not suffer from the other's rule that allows the
heroes to start stronger and his lv 3 card is powerful enough to finish the
heroes quickly.
Heroes: expect to probably take more damage than villians, so include three
Roshi Training if at all possible. You certainly don't want to face a lv 3
villian of any kind, so use cards that decrease your opponent's anger level.
You want to level up too, of coarse, so most hero decks should have about 65%
raise anger level attacks/defenses and 35% lower opponent's anger level
attacks/defenses. You will certainly want allies to help you, and there are
some good choices, like Tien and Yamcha, which should be included in about
all hero decks. If possible, use Tien and Tien's Mind Reading Trick to see
what your opponent's strategy is before he gets to use too much of it against
you.
Unfortunately at this time i don't have too much knowledge on heroes you can
even use as your main personality, as the only ones i've seen so far is Goku
and Gohan, which the above tips apply for. Try to use the dragon balls to
enhance your powers and maybe even achieve a Dragon Ball Victory. With that,
